A.Basis for approval
1, "Administrative Licensing Law of the People's Republic of China";

B.Approval conditions
Where included in the "implementation of the record of imported old mechanical and electrical products catalog" within the product are required to file. But the inclusion of "not for the record of imported old mechanical and electrical products and the scope of application" or the import of old aircraft engines, airborne equipment and parts, old offshore platforms, major marine equipment and materials, components and other imported old mechanical and electrical products do not need to be filed for the exception.
C.Acceptance and audit units Acceptance: Provincial Inspection and Quarantine Bureau audit agencies:
1, AQSIQ: the AQSIQ belongs to the scope of the record, the provincial inspection and quarantine bureau to complete the preliminary examination reported to the AQSIQ for approval, issuance of certificates;
2, Inspection and Quarantine Bureau: does not belong to the AQSIQ filing range, by the Provincial Entry-Exit Inspection and Quarantine Bureau for approval, and reported to the State General Administration of Quality Supervision, Inspection and Quarantine for approval after the certificate.
D.Acceptance date within 20 working days to make a decision to permit or not permit.
E.The need to submit materials directory:
(1) "Application for the record of imported used mechanical and electrical products" (the applicant should be certified official seal and the legal representative to sign);
(2) "List of imported used mechanical and electrical products" (the applicant should be certified official seal);
(3) the applicant, consignee, consignor business license or registration documents (copy, the applicant should be certified official seal);
(4) trade contract or agreement (copy, the applicant should be certified official seal);
(5) "Self-declaration of the source of imports of used mechanical and electrical products" (the applicant should be certified official seal).
(6) if necessary, should also submit the following information (in addition to photographs, the applicant should be certified seal)
Description of the condition of the old mechanical and electrical products, the year of manufacture to prove the material, reflecting the characteristics of the product for the record color photos;
Involved in the import of chemical, smelting, pharmaceutical, printing and dyeing, paper, leather, energy and other old complete sets of equipment environmental impact assessment opinions, safety assessment opinions;
Involves the import of old construction machinery with legal effect after-sales service agreement, after-sales maintenance service agency or product responsible for the after-sales service commitment, after-sales maintenance service agency's qualification certificate or business license, the original use of the official agency or its authorized agency issued the last annual inspection report, each construction machinery use maintenance records, the relevant Chinese instruction manual and recent photos;
Involving the import of engine sets of Chinese instruction manuals, maintenance records and unit use time records or statement materials.
Printing business documents involving the import of old printing machinery;
Involved in the import of old tires of the competent state departments, environmental protection departments and relevant government departments to allow the import of approval documents; involved in the import of CCC certification system management and for the sale, lease, repair, remanufacturing of old mechanical and electrical products of the corresponding CCC certification documents.
F.Approval procedures:
Part of the AQSIQ for the record, the provincial bureau to accept and complete the preliminary examination of imported old mechanical and electrical products for the approval process: acceptance - preliminary examination - review - the issuance of preliminary comments, and reported to the AQSIQ, the AQSIQ approval - the issuance of the record documents. Does not belong to the AQSIQ for the record, the provincial bureau issued a certificate of import of old mechanical and electrical products for the approval process: acceptance - preliminary examination - review - reported to the General Administration for approval --- Issued --- Certification --- Issued for the record.
