A.Access
China has access restrictions on imported honey. Also overseas producers need to be registered.
At present the access countries are: Canada, the United States, Mexico, Australia, New Zealand, Kazakhstan, Kyrgyzstan, Malaysia, Japan, Thailand, Turkey and so on. Overseas producers of imported food should apply for registration through the competent authorities of their country (region) or in other prescribed ways to the General Administration of Customs, and submit relevant materials, the General Administration of Customs to organize experts to apply for registration of overseas producers to review whether they meet the conditions for registration. The overseas production enterprises that have been registered are announced on the website of the General Administration of Customs.
1, according to the country (region) of the relevant animal and plant disease, veterinary health, public health, plant protection, pesticide and veterinary drug residues, food production enterprises registered management and health requirements and other aspects of the laws and regulations, the country (region) of the competent authorities in the establishment and personnel and the implementation of laws and regulations and other aspects of written information;
2, the application for registration of foreign food production enterprises list;
3, the country (region) where the competent authorities of the recommended enterprise quarantine, health control of the actual situation of the assessment of the answer sheet;
4, the country (region) where the competent authorities of its recommended enterprises to meet the requirements of Chinese laws and regulations statement;
5, business registration application, if necessary, to provide plant, workshop, cold storage floor plans, process flow diagrams, etc.
B.The record
Exporters or agents of food exports to the territory of China, domestic importers should be in accordance with the requirements of the "imported food and cosmetics importers and exporters filing system" to the Customs for the record.
Exporters or agents of food exports to China, domestic importers shall be through the "import food and cosmetics importers and exporters filing system" (http://ire.customs.gov.cn) for the record, and to the business registration of the Customs and Excise Department to submit the required paper materials for the record, the Customs audit Electronic filing application information through the customs review is generated after the filing number.
★ Fill out an accurate and complete application form for the filing of the consignee;
★ business license, organization code certificate (or business license issued by the business administration department loaded with the unified social credit code of legal persons and other organizations), proof of identity of the legal representative, the foreign trade operator registration form and submit a copy of the original;
★ enterprise quality and safety management system;
★ organizational set-up, departmental functions and job responsibilities related to food safety;
★ the type of food to be operated, the location of storage;
★ within two years had engaged in the import, processing and sale of food, should provide relevant instructions (food varieties, quantities);
★ enterprises must obtain the qualification of customs declaration unit registration.
C.Declare
Import declaration is one of the necessary parts to fulfill the customs entry procedures. Import customs declaration is strictly in accordance with national legal requirements for relevant operations, the need to specify the relevant information, etc.
1, contracts, invoices, packing slips, bills of lading and other necessary documents;
2, laws and regulations, bilateral agreements, protocols and other provisions require the submission of the official quarantine (health) certificate of the exporting country (region);
3, the first import of honey products, should be provided with the seal of the original label samples, the original Chinese translation of the label, Chinese label samples, etc., and labels, instructions emphasizing awards, certificates, production areas and other content or emphasize the inclusion of special ingredients, should provide the appropriate supporting materials;
4, the import of organic certified honey products, it should be submitted to the Chinese organic product certification copy, a copy of the organic product sales certificate, certification mark and product identification and other documents, not the first import, should provide a label filing voucher with a sample label in Chinese and foreign languages;
5, the name of the importer and exporter of imported honey, the record number, and the last batch of food imports, sales records.
Imported honey declaration also need to provide the following materials: the certificate of origin of honey, packing list, invoices, trade contracts.According to the customs inspection needs, should provide imported pre-packaged honey food labeling materials
